The first-ever visit to Utah by a Mexican president "was all substance," Huntsman said, and included planning for an October trade mission to Mexico that will likely focus on pitching Utah's automotive parts, aerospace, biotech and tourism industries.

Fox also reached out to the community while he was here, the governor said, and delivered "a very, very substantiative speech at the Legislature on immigration." He said Fox was able to speak out because earlier in the day, the Senate closed debate on its immigration bill.

The Mexican government cares about solving the immigration problem, Huntsman said. "For President Fox, a whole lot of it is about economic development," he said. "That, as much as anything else, is going to address the whole migration problem longer term."

Much of what is done will be the result of new federal laws, the governor said. "We've got to remember that America has been complicit in this problem for years and years. We've not done enough to address it, and now we are."
