Gary Swensen is resigning from the State Board of Education after what he called frustrating years attempting to make headway for public school children.

Swensen spoke highly of board colleagues, but added: "I've come to the conclusion I could perhaps be more effective . . . by working as a non-board member."

The comments came in his letter of resignation, effective April 15, to Gov. Jon Huntsman Jr., read aloud in last week's board meeting.

"I do intend to speak out against certain members of the Legislature" and help with state board incumbents' campaigns. He also indicated a desire to return to the Jordan Valley Water Conservancy District board.

State school board chairman Kim Burningham praised Swensen's strong concerns for ethnic minority children. "He has served and given us valuable input."

Swensen was appointed to the board in 2004, replacing Denis Morrill, who left to serve a mission for The Church of Jesus Christ of Latter-day Saints. Morrill is running again for the seat in November.

It is the governor's duty to appoint a replacement.
