Rep. Duane Bourdeaux, D-Salt Lake, wants to change the way schools fund programs for students with limited English ability.
HB399 would require the State Board of Education to distribute the state's estimated $3.6 million out of the minimum school program for English learning programs to schools based on need. The funds were previously allocated out of the Interventions for Student Success Block Grant Program.
Bourdeaux said his bill doesn't increase funding, but earmarking funds for English learning programs is a step in the right direction toward serving the needs of a rapidly growing population.
"I believe there is more accountability in line items than in a big block," he said.
