Rocky files stalking injunction

Mayor asks that man be kept 1,000 feet from him at any time

The mayor of Salt Lake City filed an injunction in 3rd District Court Wednesday intended to prevent a man who has issued threats from having any contact with him.

The ex parte civil stalking injunction asks the court to prohibit Patrick McGean, 59, from coming onto the grounds of Washington Square and entering the City-County Building or the mayor's residence or from coming within 1,000 yards of the mayor at any time.

Mayor Rocky Anderson states in the filing that he was advised by police that McGean "has a history of violence and poses a direct threat of serious bodily harm to him and his staff."

The injunction culminated with an incident Monday in which McGean was arrested after telling an employee at the Utah College of Massage Therapy that he was on his way to kill the mayor. However, Anderson has had previous encounters with McGean.

Court documents state that within the past month McGean has made numerous phone calls to the mayor's office wanting to meet with Anderson "to discuss several environmental issues," including a cure he says he developed for AIDS and cancer. McGean allegedly told police the mayor "made him homeless" and the mayor would "pay for it."

During a 2 1/2-hour negotiation with police Monday, while McGean was holed up at his residence, he quoted a passage from a book that said, "If government does wrong, then kill them," and also said he collects large rocks to throw at police officers and "God has told him it is OK to kill bad police officers," the court documents state.

McGean was later arrested and was charged Thursday with three counts of making terroristic threats and one count of assault. He is being held in the Salt Lake County Jail without possibility of bail.
