If the city is to compete for its share of Utah's new growth, it has to look to the Northwest Quadrant where thousands of new homes could eventually be built, Christensen said.

"I favor development in a responsible way, where development pays for itself, is well planned and long-term goals set," Christensen said in a Deseret Morning News questionnaire.

Benns, on the other hand, is opposed to developing the Northwest Quadrant at this time.

"Now is not the time for the development of the Northwest Quadrant," she said in her questionnaire. "We have other areas in District 1 needing planned development."

Another major issue is the maintenance of homes and yards. There is a growing concern that people are losing pride in maintaining their yards and homes, creating neighborhood disrepair could lead the area toward blight.

Both candidates see the issue as one of education and say informing people about city rules regarding the upkeep of their property and yards is key to making sure such neighborhood conflicts don't spiral out of control.

The candidates' full responses to the Morning News questionnaire that can be viewed online at www.deseretnews.com.
