Centerville Wal-Mart gets final OK

CENTERVILLE — After years of study and continuing threats of lawsuits, work can begin on the Centerville Wal-Mart.

Tuesday, the Centerville City Council gave approval to a final subdivision and development agreement for the retail superstore, planned for construction on 400 West and Parrish Lane. The development agreement basically affirms provisions in a conditional-use permit granted by the city, said Blaine Lutz, assistant city manger.

"It memorializes what was in the conditional-use permit, which is a contract between the city and the developer, which is Wal-Mart," said Lutz.

Councilman Paul Cutler voted against the measure in a 3-1 vote. Councilwoman Debbie Randall recused herself. The council also voted 3-1 to approve the final subdivision plan for the development.

Top issues in the agreement include provisions on how to mitigate increased traffic in the area and what to do if Wal-Mart decided to vacate the building.

Wal-Mart has agreed to pay for some traffic mitigation in the area. Also, if the store is vacated for more than two years, Wal-Mart will tear down the building.

David Putnam Jr., who has long opposed the construction of the Wal-Mart Supercenter, vowed to fight Tuesday's decision in court. The city should further study the impact on traffic and air quality, he said.

"We certainly feel it's our responsibility to point out that it seems there are areas that need further research," he said. "We don't think the mitigation adequately protects the health, safety and welfare of this small community."
