The two candidates are both in favor of a proposal that would raise sales taxes by one-tenth of 1 percent to fund recreation and cultural arts organizations.

But Washburn, a retired businessman, said he wouldn't feel comfortable raising taxes without the voice of the city.

"We have voters that are very passionate against it and voters that are very passionate for it," Washburn said. "This is an opportunity for citizens to assess where they stand on cultural arts. Rather than take a very positive stand on recommendation, I'd rather just hear from the citizens."

However, Washburn said he would most likely vote in favor of the tax when he heads to the polls.

Workman also favors the proposed cultural arts and recreation tax, and while acknowledging the addition to the tax burden, he said increasing the quality of life isn't something that happens without money.
