His city reimbursement sheet lists a few people by name and then states "others" were also paid on the city's dime. Anderson said the group ebbed and flowed and included visiting mayors, city employees and musicians in town for the Salt Lake City International Jazz Festival.

Anderson has said he was unaware of a city policy forbidding the use of city dollars to purchase alcohol. It was later disclosed that in 2003 Anderson actually signed off on a group of policies that included the alcohol ban. The mayor maintains he was unaware of the alcohol provision when he signed the policy.

Anderson later changed the policy, saying it made Salt Lake City, dominated by the teetotaling LDS Church, look foolish to outsiders. Subsequent examination, however, found that many cities — including Portland, Las Vegas, Phoenix, San Jose, Denver, Boise, Oklahoma City and others — have bans on spending tax dollars on alcohol.

A few days before the Grand America bill, Anderson used his city credit card to pay a $175 bill at Squatters brew pub. Anderson said the bill was mostly food and a few people had some beers.
