In that race, Councilman Paul Warner, who earned 45.6 percent, is seeking a third term. He will face Cindy J. Clark, who received 16.3 percent, in November. She is expected to get the support of the other five people who took part in the primary.

City Recorder LaNice Groesbeck will count 43 provisional ballots, probably on Monday, and the City Council is expected to certify the primary election results at its meeting on Tuesday.

Tonight's forum will begin at 7 in the City Council chambers and includes Billings, Bailey and all remaining council candidates. The event is sponsored by the League of Women Voters and the Provo Youth Council and will be televised live on Provo Cable Channel 17.

Billings and Bailey have agreed to two debates, one on Oct. 13 before the Rotary Club and another on Oct. 25, again in the City Council chambers. The sides are considering an invitation from the Provo/Orem Chamber of Commerce to appear at a forum on Nov. 4.06
