By some estimates, the death toll may reach into the hundreds.

Tuesday, 1.4 million people were without power, down from the 2.1 million without power Monday.

Two levees broke and up to 80 percent of New Orleans was under water 20 feet deep in some places.

Insurance estimates placed the damage at up to $25 billion.

Downgraded to a tropical depression, Katrina was to head through parts of New York, New England and Canada by Friday.

Looting has become a problem in some areas including New Orleans and Biloxi, Miss.
