Utah Issues proposal

Each qualified person who doesn't file a federal income tax return receives a $75 check. Those who file a state income tax return would receive a $75 income tax credit.

Who qualifies:

• Incomes below $30,000 a year — families with children, age 65 or older, physically disabled.

• Incomes below $18,000 a year — single people, married couples with no dependent children.
