Huntsman names public utilities chief

Utah Gov. Jon M. Huntsman Jr. has appointed Constance B. White to head the Utah Division of Public Utilities in the Utah Department of Commerce.

White, who most recently served on the Utah Public Service Commission from 1995 to 2005, will succeed Irene Rees, who is retiring.

White also served as the executive director of the Utah Department of Commerce from 1993 to 1995.

Her duties will include overseeing customer service and water, energy and telecommunications. The division tracks utility operations and offers recommendations to the Public Service Commission in regard to ratemaking, hearings and quality of service.
