Regarding the Sandy Berger and Karl Rove parallel: Berger wanted to get some work done at home. That's the extent of his indiscretion. He took some classified documents home so he could prepare for his testimony for the 9/11 commission. National security was not compromised. It was a mistake, and he admitted it.
Karl Rove, at the very least, revealed the identity of an undercover CIA operative to two different reporters, as part of a lie he was peddling. That's what we know.
A special prosecutor will sort out the legalities here, but Rove's actions constitute the nastiest kind of political retribution. To suggest his actions are even remotely equivalent to Berger's is preposterous.
