It was later discovered that veto was done illegally and Anderson worked to get Alpha Graphics to move into the building. Anderson has threatened to use his veto power at other times — a threat that killed a proposal to put a sprawling mall on the far western edges of Salt Lake City.

Buhler said he will not seek to overturn Anderson's veto but will look to make changes to the ordinance when it comes back to the council.

Some of those changes will likely include ones Deseret Morning News managing editor Richard D. Hall made to the council last week.

In a letter, Hall suggested keeping the annual February filing requirement that the council had previously done away with and requiring candidates to disclose the name of the person who signed the contribution check when it differs from the name on the check.

Hall also suggested a provision requiring mayoral candidates to disclose any contribution they receive in the final week of the campaign of $500 or more. Currently the city only requires mayoral candidates to disclose final-week contributions of $2,000 or greater.
