It is, however, only the starting point for the task force. Bramble said the same experts who advised Walker have agreed to explain their recommendations to the task force. "How it will be amended and what the final product will look like, all I can say is, 'Stay tuned.' "

Huntsman said there's a "need to let this process play out a little bit with the stakeholders involved to see what the market will bear from a public policy standpoint . . . I'm sure there will be some changes and some tweaks to our fundamental assumptions as we go forward."

Also Thursday, the governor said it is up to Utah State University to pursue the questions raised about the effect of the recently approved anti-gay marriage amendment to the Utah Constitution on a campus proposal to extend medical benefits to same-sex partners.

Utah Attorney General Mark Shurtleff, who upset many of his fellow Republicans by opposing Amendment 3 as "a bad law," said he has not been asked to render an opinion by the campus or legislative leaders.

Huntsman said legal challenges to the amendment "may come, and I think the attorney general is in a strong position to be able to do what he needs to do from a legal standpoint. But I don't necessarily fear the legal challenges that might come our way."
