Parents Dennis and Marie Payne hold hands as they and other family members of Sgt. Rocky Payne are recognized by the Utah House of Representatives Tuesday. Payne was killed March 16 by a roadside bomb in Baghdad while assisting U.S. forces in escorting mail convoys through the area. The native of Howell, Box Elder County, was serving his second tour of duty in Iraq. The House members and staff stood in Payne's honor.
