Students walk on a windy Monday near the Carillon Bell Tower of BYU, which is ranked by the Princeton Review as the third-best college value in the nation. Utah will have a chance of storms today and Wednesday with skies partly clearing near the end of the week. Temperatures may reach the mid-50s today.
