They can also choose to pick up out-of-pocket costs under the new plan, such as monthly premiums — expected to be $37 a month — or offer to pick up co-pays on medication.

Norwalk said the Medicare "Part D" for the first time offers recipients the ability to have catastrophic coverage for drugs that could mean the difference between hanging onto a home or being forced to live with relatives.

She cited one example of a man whose wife of 50 years was diagnosed with leukemia and could be kept alive with medication — but at a cost of $40,000 a year.

Under the changes coming in 2006, that choice would not have to be made.

Specifically, the plan:

• Has no exclusions for pre-existing conditions

• Has a $250 deductible for those who are not low-income

• Includes coverage for high drug costs once a $3,600 threshold is met and after that, pays 95 percent.

• Provides tailored benefits depending on the type of medication taken.

The federal government is partnering with state and county agencies to spread the word about the new benefit through outreach programs, one-on-one counseling and conferences, such as the one hosted in Salt Lake City.
