With the comment period for Legacy complete, UDOT will begin working on a final environmental impact statement for the 14-mile roadway. The statement will address concerns submitted during the comment period and should be completed in September.

After completion of the impact statement, the department will pursue a record of decision — federal approval of environmental work done on the project. UDOT will then go to the district court in Salt Lake City to ask that an injunction on construction be lifted.

If not challenged by a lawsuit, the road should be built by 2009.
