School choice exists in Utah even without the passage of tuition tax credits. We have alternative schools, charter schools, AP classes, gifted programs, concurrent enrollment, school transfers, district transfers and special-needs choices. This is within the public school system and is in addition to private school and home-school participation.
The tuition tax credit bill considered in the 2005 legislative session would have established the largest statewide, per pupil tuition tax credit in the nation. It was a major change in tax policy. An amendment increased the "hold school district's harmless" fund to $10 million. This money would likely have come from the Rainy Day Fund.
The combination was a pill too big to swallow for many legislators.
