As for economic development incentives, Frey said the goal is to accelerate their use in order to double the number of jobs crated in 2005. One component is creating a new incentive package to attract corporate headquarters "and think a little differently than the kinds of things that we've done at a smaller scale, and if we're successful, we're thinking more at the Fortune 500 level," Frey said.

Among other highlights are better marketing and communications, including increasing the number of positive media stories about Utah; improving rural business development; and formulating ways to measure success.

Christensen stressed that the strategies are "a work in progress," and Frey said the target dates could be adjusted. "We don't know how many hills and obstacles we'll run into in the meantime, and, by the same time, we don't know whether some of the dates will be more aggressive or less aggressive," Frey said.

Board member Kenneth Woolley said much of the approach is focused on technology, but he asked Frey and Christensen to not forget energy development and agriculture in economic development matters.
