Rocky's legislative agenda and how it fared

9. Adoption — Utah law forbids adoption by unmarried couples and Anderson had wanted legislation to make such adoptions legal. The issue largely focused on adoption by gay couples. No bill was ever considered to change the current law.

10. Hate crimes — Anderson supported efforts to give Utah's so-called hate crimes statue more teeth. The hate crimes push was defeated for the 10th straight year, this time by both the Senate and House.

Other city Issues:

1. Salt Palace expansion funding — The city made it a priority to secure state, county and city funding for Salt Palace Convention Center expansion funding. The state, however, declined to contribute, and the city was hit with a bigger bill than it expected.

2. Redevelopment Agency — Salt Lake City's greatest downtown economic development tool over the past 15 years has been its redevelopment agency. With agency dollars, the city has attracted the Delta Center, The Gateway, KUTV-Ch. 2 studios and the Museum of Utah Art and History downtown. An RDA bill put great restrictions on RDAs and foiled the city's effort to use those funds to secure land for a new Real Salt Lake soccer stadium.

3. Waste tire recycling — The city had urged state lawmakers to increase the amount people pay to recycle tires. The increased revenue would be used to move a smelly tire recycling plant off Redwood Road to a more remote location in the far western edges of the city. Sen. Fred Fife, D-Salt Lake City, filed a bill that would raise the fees, but it never came to a vote.

4. Rail line reconfiguration — The city had wanted the Legislature to send a resolution to Congress, urging funding to reconfigure Union Pacific's rail line near The Gateway. The reconfiguration may help take rail traffic off the 900 South rail line, which runs through the back yards of several Poplar Grove homes. State lawmakers declined to send the resolution.
