'05 Legislature: Helped or hurt?

• DRUG ABUSERS IN TROUBLE WITH THE LAW: A program promoting drug rehab in lieu of jail time was a late budgetary casualty.

• CITY GOVERNMENTS: Those seeking RDA dollars to recruit retail development must wait out a one-year moratorium.

• ELEMENTARY SCHOOL CHILDREN: A $16 million state school board request to help them prepare for higher state math standards was denied.

• SEAT BELT ADVOCATES: Efforts to adopt a primary seat belt law will have to wait yet another year.

• MURRAY AND SALT LAKE CITY SOCCER FANS: Officials in those cities will not be able to use RDA funds to build a major league soccer stadium.

• STATE SPECIAL EDUCATION COFFERS: They now have $900,000 less due to shifting of enrollment-based money tied to private school vouchers.

• PARENTS WITH CHILDREN IN PRIVATE SCHOOLS: Tuition-tax credits were denied again.

• UNMARRIED COUPLES: Specific rights were denied for various contract, visitation and other matters.

• TEENS IN FOSTER CARE: Money to extend medical benefits between the end of foster care and age 21 never materialized.

• THE DISABLED: Despite a huge revenue surplus, lawmakers only funded $1 million toward a 1,600-person list of individuals needing services from the state.

• HEALTH CARE CONSUMERS: Lawmakers refused to pass legislation that would allow Utahns to visit the doctor or hospital of their choice regardless of insurance plan.

• IDENTITY THIEVES: Those who use the name and likeness of a deceased person will now incur identity theft charges

• OWNERS OF IMPOUNDED VEHICLES: An impounded car can now be sold without the owner's knowledge if fees aren't paid within 30 days.

• SECOND-TIME PERPETRATORS OF DOMESTIC VIOLENCE: Stiffer punishments await.
