Cities rush plans as moratorium of one year looms on RDA funds

Measure will likely get final vote next week

But Bramble said the retail RDA deadline will "absolutely not" be modified and last-ditch RDA efforts will be put on hold until June 2006. Bramble added, however, that some legislators had talked about trying to amend the bill to push back the cut-off date for new retail RDAs.

Other cities like Sandy and Murray finalized their latest RDA plans just weeks before SB184 hit the Legislature floor. Randy Sant, economic development director for Sandy City, said the bill will not affect the city's plans for an RDA at the Sandy Corners area at 9400 South and 700 East.

"In the spirit of compromise, we might wait a year anyway," Sant said. "We don't think one year is going to hinder what we want to do."

Although Murray city officials wrapped up a blight study for an RDA on the city's gravel pit in mid-January, redevelopment director Keith Snarr said he's still anxious to see the final vote on Bramble's bill. The measure would prohibit using RDA dollars for recreation arenas like Real Salt Lake's major league soccer stadium that Murray officials have been recruiting for months.

"I have all kinds of fears that everything may be impaired by this," Snarr said. "Bramble's marked a target on our forehead, and he's trying to go after the soccer stadium."

Although Murray would not be providing free land for the 22,000-seat stadium, it would use RDA money to provide infrastructure improvements and developments around the site.

Bramble's bill could also impede a move made this week by Draper city officials to use RDA tax increment funds for a performing arts center. The bill specifically prohibits any RDA monies going towards cultural uses.
