PROVO Terry Ann Harward will replace Ted Dowling as executive director of the Provo City Council after a rancorous debate among council members Tuesday night.
The council voted 4-3 to elevate Harward from executive assistant and double her salary.
Steve Turley, Paul Warner and Midge Johnson voted against the resolution to hire Harward because they objected to the hiring process. No search was conducted and the three council members and several members of the public complained there was no public meeting to discuss how to replace Dowling.
Dowling will retire at the end of March after 12 years as executive director.
Harward earned a technology management degree from Utah Valley State College and a master's degree in organizational management from the University of Phoenix.
She served as the executive assistant at the Provo City Library at Academy Square from 1997 to 2002.
