Former health department executive director Patti Pavey testified Thursday that she became increasingly concerned about this employee Iorga — and her successor, Jennifer Schroder — whom no one in the department had ever seen and who apparently wasn't even doing community outreach, as Pavey had been told she would do.

"I had many, many concerns," she said. When Iorga's name showed up on a list of employees to be disciplined because they hadn't been to a required sexual harassment education class, "We didn't know what to do about disciplining the employee. Where was the employee?"

Over the course of a year, Pavey repeatedly complained to her supervisor, human services director Kerry Steadman, about the situation, and Steadman occasionally passed Pavey's complaints on to Marshall.

Marshall testified that he did not inform Workman of the complaints until a year later, when a third employee, Kim Henage, attempted to use the combined county-club pay arrangement. Based on Pavey's complaints, Marshall told Workman funds for the position would more appropriately come from the mayor's own operations budget, and she agreed.

Happening as it did shortly before the investigation against Workman, that arrangement was never carried out.

At no time, Marshall testified, did he know what Iorga and Schroder were actually doing. Ironically, he said had Workman told him the true situation at that first meeting he could have arranged a way for it to be done legally.

Marshall clearly has no love for Workman. He testified that her oft-repeated phrase "I did it for the kids" and her contention that District Attorney David Yocom was carrying out a political vendetta against her was nothing more than "spin" recommended to her by the public relations firm The Summit Group and her own communications director, Ted Phillips.

"The only thing she wanted was that Aisza didn't get hurt," Marshall said. "She didn't care about the rest of us.
