Gov. Jon Huntsman Jr., who wants to spend $33 million in one-time money on roads: "(Can) we get the Legislature to play ball with us? I don't know. . . . Much of this discussion over the next few weeks will be distilled down to how much money is allocated to transportation, as driven by the House versus as driven by the executive branch."

House Majority Whip Stephen Urquhart, R-St. George, whose GOP caucus supports $85 million in ongoing money for roads: "The House doesn't want a tax increase. We think the people of Utah don't want a tax increase. Right now, the governor has a budget that pushes us into a tax increase. . . . If you don't handle transportation needs this year, then you're going to have to raise taxes in the future."
