"This will be an ambitious and challenging project, requiring a mix of new housing, different types of residences, zoning changes to allow higher densities, marketing and quality of life improvements that will attract new residents. We look forward to discussing this issue in depth with you during the months to come," Anderson said in his 2004 speech.
As yet, the administration has presented no action plan. Anderson said this week, "There isn't a distinct plan but there are several elements" that contribute to the overall goal of bringing more residents into the city.
One of those elements is Anderson's transit-oriented development (TOD) ordinance, which has been stuck in city processes for four years after the council sent it back for revision.
"We're still seeking passage of the TOD," Anderson said.
There are 820 new housing units that have either just been completed or are under construction in the city, Anderson noted, and he also pointed out building permits in 2004 were up 40 percent over 2003.
