He said we can look for the same to happen this time, with the weather clearing up by Wednesday midday and at least a week — maybe more — before the next storm comes in.

"I'm not sure why it's doing that," Eubank said. "I'm just glad it's coming back."

Flood developments

• Gov. Jon Huntsman Jr. to visit Washington County today to personally survey the flooding.

• A man in his 60s was swept from his car near Quail Creek Reservoir and is presumed dead.

• Washington County officials have declared a state of emergency.

• Several hundred volunteers are sandbagging against flood waters from the Virgin and Santa Clara rivers and their tributaries.

• More rain is expected today in the area.
