What about anti-beliver bias?

In response to "Atheists target school-board prayer," Chris Allen states that allowing prayers to be offered at school board meetings "discriminates against atheists." If he and his group are successful in banning this freedom, why does he not feel this would discriminate against believers, who make up the vast majority? Atheism is every bit as much a religion as believing in God. Does it not matter anymore that belief in God and prayer in public meetings were incorporated into nearly every meeting held by our Founding Fathers?
