Over the years, many state legislatures, including Utah's, have added abortion restrictions: about parental notification when minors want abortions; state-sponsored counseling; waiting periods; and limitations on public funding.

For the past decade, as the Utah Legislature has debated new restrictions on abortion, Planned Parenthood's Galloway has lobbied on the side of reproductive rights. Those rights, she believes, are about compassion for women and families, a compassion she learned in church. She was raised Catholic and says it has been a long road to reconcile her religion with her personal views on abortion. It was necessary for her to consider the soul.

"If you are in reproductive health, you have to have made peace with your God because you have to be able to say to others, 'Have you made peace?' and you can't do that if you haven't done it yourself."
