The issue first surfaced in 2002, when Sen. Curt Bramble, R-Provo, tried to convince lawmakers to give up what was then just over $500,000 in state income tax revenues. This year, thanks to the surplus, the exemption has widespread support.

Huntsman's Democratic opponent, Scott Matheson Jr., said he backs the principle. "It sounds like the candidates for governor are supporting much of what's already in the works," Matheson said.

He suggested, however, that the state should take a more comprehensive look at the benefits and support that members of the National Guard and the Reserves receive, especially compared to full-time military personnel.

"I think it is the responsibility of the governor and state leaders to ensure that those Utah citizens who are Guard members and being asked to serve our country are treated fairly," Matheson said. "We have to be advocates on their behalf."
