Detail work might have saved grief

Through contracts, the county contributes money to such varied causes as Utah Symphony & Opera, Tracy Aviary, legal resource centers, This Is the Place State Park, community group studies and the Vest Pocket Coalition.

It would have been easy, Marshall said, to structure the Boys & Girls Clubs employee hiring to follow the law.

"The county's charge statutorily includes recreation and social services, and the Boys & Girls Club fills both of those," he said. "We've had contracts with them forever."

Workman's situation is complicated by the fact that the funding for the employees initially came from the health department, but that also could have been easily corrected and, in fact, was. (The positions were moved to the mayor's operations fund last month.)

Salt Lake District Attorney David Yocom, who launched the investigation, said a decision on whether to file charges against Workman will be made sometime next week.

An independent panel of county attorneys that will make the decision, met Friday to review the evidence.
