Committee findings: Factors favoring creation of Pioneer School District:
Opportunity for more citizen involvement in both districts.
Enhanced local control.
Potential for greater responsiveness to unique community needs, expectations and preferences.
A split would bring greater community focus upon the consequences of growth.
Opportunity to create a new business model for public school operations.
New leadership opportunities for employees and citizens.
If the need for division is inevitable at some point, why not now? Unless there is a significant change in law and employee contracts, a future split may be even more costly and messy.
Reduced tax rates in residual Alpine School District. Orem residences, for example, may very much like the prospect.
Potential for a new district to not have to deal with the exclusive union representation, thus giving it much greater flexibility.
With a split, the taxed and the benefited are brought closer together.
