OREM The Orem City Council approved an $87 million budget Tuesday, but it carries a $10 million kicker.
The 2004-05 fiscal year budget includes a proposal to issue $10 million in general obligation bonds to improve roads throughout Orem something that voters must OK in the November election in order for construction to start next spring.
If the bonds are approved, the city will issue $5 million in spring 2005 and another $5 million two years later.
The budget doesn't include any tax increases, but does include a 50-cent monthly increase in storm sewer fees, as well as a $1.25 monthly increase on the base fee of water bills.
The budget will take effect July 1.
