Homeland Security (8 p.m., Ch. 5): Tom Skerritt stars as the fictional head of the Homeland Security agency in this workmanlike TV movie (which is really the pilot for a possible series). Are we ready for the 9/11 attacks, which take place midway through this movie, to be the subject of an entertainment program?

Arrested Development (8:30 p.m., Ch. 13): The SEC releases some of the Bluths' funds, and George Sr. insists that Michael give money to his twin brother.

Alias (9 p.m., Ch. 4): There are big plot developments in an episode seen an hour later than usual.

The Sopranos (10 p.m., HBO): Tony's son causes him more headaches.
