Wisconsin man arrested in S.L. Internet-sex sting

In addition, the man had several arrests for obscene and harassing phone calls in Georgia and Wisconsin. Investigators said the man apparently liked to randomly call people and try to get them to engage in sexually explicit conversation. Again, the phones at the Brown County Library were believed to have been used, according to police.

He was convicted in 2001 in Wisconsin for one of those phone incidents and received 24 months' probation. He was previously convicted in June of 2000 in Wisconsin for having sex with a minor 16 years of age or older. He was put on probation for 24 months and scheduled to be on the Wisconsin sex offender registry until 2017.

The registry said the man has been "noncompliant" in keeping with the terms of his probation. A spokesman with the Wisconsin Department of Corrections said the man last reported to his probation office in November. The department was in the process of requesting an arrest warrant through the district attorney's office.

In 1992, the man was convicted of "threat to bomb" in Florida. He received 12 months' probation for that incident.
