Police raid heroin operation in Bountiful apartment

BOUNTIFUL — More than a dozen people are behind bars after police raided a heroin-trafficking operation in a Bountiful apartment complex last month.

Fifteen people, including apartment manager Robert Rosier, were arrested Sept. 23 and later charged with possession of heroin and crack cocaine with the intent to distribute, said Lt. Allen Swanson of the Davis Metro Narcotics Strike Force.

The strike force had been watching the group for about three months and had made multiple purchases from them.

"They were using balloons and a lot of them were dealing off bicycles," Swanson said.

Swanson said there have been three heroin overdose deaths in the area in recent months, though police have not been able to link the deaths to the group. In light of the overdoses, however, police decided to make a bust rather than prolong the investigation.

Police raided the four-plex, 165 W. 200 North, on Sept. 23. Investigators believe most of the heroin was flushed because it was in the last apartment police entered.

"We didn't get a huge score," Swanson said.

All of the people arrested except Rosier were Honduran immigrants and had previously been deported from the country, police said.
