Plan won't stop binge drinking

Lowering the drinking age is the most ridiculous proposal I have ever heard! I am a former high school teacher and substitute teacher. Teenagers take no responsibility for their behavior. The parents these days don't teach proper manners or respect. University presidents are voting for this because they can't control the behavior of their students. Do you think allowing children to drink at a younger age will stop bingeing? Can't anyone act responsibly anymore?
