Teachers should be mobile
Most school districts offer an increase in salary every year for the first 15 years. Then after that you only get one or two raises every five years, until you reach the top of the salary schedule at 30 years. If you change school districts, they only accept five years of experience.
Perhaps if the school districts in Utah made it easier for teachers to change districts without being penalized and gave those with more than 15 years of experience a raise every year, there wouldn't be a shortage every August.
