The Salt Lake County Council gave conditional approval to an ordinance that would ban picketing outside homes in unincorporated Salt Lake County:

• "Targeted residential picketing infringes on the residents' right to tranquility and privacy in their homes, and freedom from being captive to unwanted messages while in their homes, and adversely affects other government interests."

• "It shall be unlawful for any person, acting alone or in concert with others, to engage in targeted residential picketing in the unincorporated area of Salt Lake County."

• "Any violation of this ordinance is a class B misdemeanor."
