• The U.S. Department of Education says Utah schools must stop averaging test scores to meet NCLB standards.

• Utah education leaders say school districts have ultimate control over deciding who meets NCLB standards.

• Some worry failure to stop averaging could jeopardize more than $100 million Utah receives under NCLB.
