Officer did nothing wrong
When you choose to break the law, you run the risk of getting caught.
When you get caught and refuse to acknowledge receipt of the citation by signing it, you run the risk of being arrested.
When you resist arrest and walk away from an officer who gives you several chances to stop, you run the risk of being stopped by force.
The officer did nothing wrong.
