Voter turnout in Provo was 37 percent. A total of 960 people voted either absentee (346) or provisionally (614). City Recorder LaNice Groesbeck said 36 provisional ballots were not counted, most because they had no proof of address.

The vote on Referendum 1 was far closer in Provo than statewide, where it was defeated soundly. Provoans rejected it 50.8 percent to 49.2 percent. Of the city's 49 voting precincts, only 16 finished with more votes for Referendum 1 than against.
