After losing more than $100,000 the first year, the program would create a profit of $150,000 a year.
Dozens of pages of information on the proposals is available online at parking.provo.org. The site includes an e-mail link for feedback.
The City Council has purchased ads in the student newspaper The Daily Universe to invite students to Monday's meeting. The meeting is scheduled to begin at 6 p.m. at the Provo City Library at Academy Square, 500 N. University, room 309.
The council will discuss the proposal again on Tuesday in a study meeting at 5 p.m. in the council chambers in the City Center, 351 W. Center. Public input will not be allowed.
The council is expected to forward the proposals to its Nov. 20 meeting, where it could vote on the program or delay a decision until December.
