All but one incumbent win in Davis County

For South Weber, newcomer Steven D. Bybee tallied the most votes, followed by incumbent Jeffery G. Monroe, Scott Petersen and incumbent Michael Poff. David Thomas and Scott E. Woodbury also moved to the general election. Eliminated were Lloyd Ukena and Matt Reed.

Surprisingly, only one incumbent didn't make the cut in Syracuse, where many residents have taken issue with recent decisions by council members. Daniel L. Hammon was the lone incumbent not to survive the primary.

Douglas Petersen had the most votes, followed by Larry Shingleton, Doug Hammond and Dean Steel. Alan L. Clark and Bryon Hellewell were the other two to advance to the general election.

Syracuse residents will vote on the city's form of government and the city's alcohol beverage ordinance.

Voter turnout was light as expected, with, for example, only 9.56 percent of the registered voters in Layton going to the polls.

"That's bad, but not the worst ever," Steve Ashby, Layton city recorder, said. The record low for Layton is 7.5 percent.
