13 candidates competing for 3 spots on Draper City Council

• Alan Summerhays, 56, owns various restaurants and is a farmer. He worked on Draper's planning and zoning committee in the early '90s.

Summerhays is passionate about youth sports and wants to see a "home field" in Draper. He wants to form a city recreation department. He is also concerned that Draper is not development-friendly.

"Several developers have said, 'I wouldn't build in Draper anymore.' And that's sad," he said. "It just takes so long to get something through. They're frustrated that it takes 10, 12, 14 months to get something through Draper where other cities, they ... want them for the tax revenue."

• Troy Tait, 39, is the vice president of marketing for Med One Capital.

Tait wants Draper to remain a strong family community. He said quality of life is the biggest issue affecting Draper.

"Communication is the key to resolving many of the issues that Draper is facing. We need to improve those communication lines — between council members, council and staff and most important, between council and the citizens," he said. "Working together and finding the best solution for the entire community."

• Scott Tanner, 41, is a broker with Pine Valley Realty.

Tanner said he decided to run after concerns arose over the Draper TRAX line. Long-range planning, citizens' rights, public safety, roads and taxes are also issues he would like to improve.

"Instead of raising taxes, we should be tightening our belts in the short-term and letting the economics of our increased sales tax revenues work," he said. " ... the decisions made now must be planned in such a way that they will be good not only for us in the present, but also for those who will be affected by these decisions in the future."

• Paul Tonks, 38, works as an attorney and owner of a lawn-care service. He worked with his wife, DeLaina Tonks, on the small school district boundary issue in SunCrest.

Tonks said he believes his 11-year background as an attorney will help him succeed on the council since one of his prime responsibilities is representing the client.

"Draper City Council needs to have and implement a vision of what type of community Draper will become in the near future. This vision should have as its foundation the needs and the desires of the residents of Draper," he said.

• Troy K. Walker, 40, is an attorney.

Walker said a "better sense of community" can be built by improving arts, parks and trails.

"As a council member, I plan to represent all Draper citizens, the actual people, not the corporate entity of Draper city," Walker said. "I will not engage in heavy-handed, micro-management of the city."

• Jack Wignall, 74, is a retired businessman. The Korean War veteran has campaigned for various state political candidates, including Sen. Orrin Hatch, R-Utah, and former Gov. Scott Matheson.

Wignall has a large list of issues that concern Draper, such as TRAX, the amphitheater, taxes, zoning restrictions, downtown development, city participation in UTOPIA, traffic flow, police and fire and others.

"We need to tell every public official here in Draper, and the country, that they are employees, and that they work for the citizens," he said. "We are their boss; I don't know about you, but if I have an employee who does not do as they are told, I fire them."
