Commissioner Bret Millburn said, "It will be nice to be able to provide some immediate relief."

But, he added, county officials can't lose focus of a long-term solution, which means finding a way to assess the entire county every year instead of assessing 20 percent a year.

County Assessor James Ivie said he is working on solutions for that.

One solution was the purchase of software called Pictometry, which commissioners recently approved for Ivie's office. Pictometry allows Ivie's appraisers to view high-quality aerial photography of the county and measure changes to taller buildings.

Davis Board of Education member Bill Moore, who represents the Bountiful area, said he's been cornered wherever he goes by residents who were hit exceptionally hard and share heartbreaking stories.

"Some relief must come," Moore said.
