Turley recused himself from the vote. An Anderson Development blog entry posted in January said Turley was willing to help the developer with a project in northeast Provo, where he owns land. Stewart confirmed that Turley planned to recuse himself before two residents pointed to the blog during the public comment portion of the meeting.
Turley said the blog is inaccurate.
Anderson attorney Eric Bawden said reducing the project from 117 houses to 72 and building larger homes on large lots would reduce the traffic impact on the area. The area only has two egresses, and residents are nervous without the added homes about exiting the area if there is an emergency.
Bawden said the added traffic would not overstress the streets and that Anderson would build traffic calming devices to slow traffic.
"I'm pleading with you not to put the cart before the horse," one woman told the council.
In the end, the four who voted for changing the land-use designation said it was inevitable that the land will be developed and that the general plan should reflect that.
