SANDY — Negotiations between Real Salt Lake and the city of Sandy about the new pro soccer stadium are close to wrapping up.

At a meeting of the Sandy Redevelopment Agency on Tuesday, Sandy Economic Development Director Randy Sant gave city officials copies of the agreement outlining the conditions under which RSL will receive $35 million from the state for its stadium, currently under construction in Sandy. The city council is planning to approve the ground lease and the bond money for the team next week.

Under the conditions agreed upon with the city, RSL must build 1,000 new parking spaces for the stadium within a year of its completion and another 1,000 within the second year. If the team fails to build the spaces, it would result in a default on the ground lease. That would bring hefty financial penalties, including a $750-per-stall fine.

"I don't think we have to worry that the 2,000 parking stalls that we've required will be there within two years," Sant said.

Sant said for parking spaces to qualify under the agreement they must be within a 10-minute walk to the stadium. City Councilman Scott Cowdell disagreed, saying the team had agreed to build parking spaces within a five-minute walk. Sant said he would have that changed back to 10 minutes before next week's meeting.

The council will consider the agreement this week and vote on it during next Tuesday's meeting.
